It provides guidelines for aircraft manufacturers on the preparation of an MMEL and specifies the means for an operator to produce procedures and MELs, so that an aircraft with unserviceable equipment may be dispatched in accordance with Article 41 or EU-OPS 1.030 / JAR-OPS 3.030.
