Description:Commission Regulation (EU) No. 691/2010 as amended by Commission Regulation (EU) No. 1216/2011 lays down a performance scheme for air navigation services and network functions. The Regulation establishes three Safety Key Performance Indicators (SKPIs) that States must report on. These are ‘Effectiveness of Safety Management’ and ‘Just Culture’, (both of which are measured annually through a questionnaire) and ‘Application of the Risk Analysis Tool (RAT)’ which, since 1 January 2012, is to be applied on a continuous basis to specified occurrences.
