How Air Traffic personnel can request a replacement licence or certificate


The information below explains how to replace a licence or certificate that has been lost, damaged or stolen.


You can request a replacement for any of the licences or certificates shown below, provided that you have have previously met all the relevant requirements:

  • Air Traffic Controllers Licence
  • Student Air Traffic Controllers Licence
  • Flight Information Service Officers Licence
  • AGCS Radio Operators Certificate of Competence
  • OCS Radio Operators Certificate of Competence
  • Parachute Radio Operators Certificate of Competence

Please ensure before completing the online application form that you have your CAA reference, Certificate, or FISO number to hand. 


  • The current fee for this service is £27.00 per licence / certificate

An additional fee will be payable if you wish your documents to be returned by secure courier.  These are as follows: 

  • £6.00 (UK)
  • £14.00 (European)
  • £22.00 (Overseas)

Processing time (On receipt of all required information)

  • We endeavour to process licence applications within 10 working days. 
  • Incomplete applications are not subject to the 10 working day turnaround until all application requirements are met

Validity period

  • The replacement licence will be valid for the same period as your original.

Associated Rules, Regulations and Forms

You will need to provide

A copy of your passport or EU photo driving Licence, certified by the following;

  • For ATCO’s the ATS Unit Manager
  • FISO – Aerodrome/ACC ATS Manager, current employer, previous CAA authorised ROCC Examiner or recognised professional e.g. General Practitioner (GP).
  • ROCC – CAA authorised ROCC Examiner, current employer, or recognised professional e.g. General Practitioner (GP)”.
  • For Student ATCO’s – The Head of Approved Training Organisation or the ATS Unit Manager

You can save your progress when completing the form, and revisit it at a later time by clicking “Save” and then following the on screen instructions. (Please note that you will be asked for a ‘Challenge Keyword’, and should choose a memorable word so that you can retrieve your information).

What to expect

  • A desk based assessment from an ATS Licensing Assistant or Officer.  
  • Following an acceptable assessment your licensing application will be processed signed and despatched.  
  • We will contact you if we have any queries regarding your application and may keep your application pending whilst any additional requirements are met.
  • An assessment and refund fee may be charged if the assessment results in the rejection of your application.  This will also be applied if you choose to cancel your application.

Please note, if you choose to pay by bank transfer or send supporting information manually, your application will be held in pending for a period of up to four weeks. If the payment or documentation is not received within this timescale your application will be cancelled. Original documents which have been submitted will be returned to the applicant and any money paid will be refunded minus the CAA refund fee as per the Scheme of Charges. If you choose to re-apply at a later date, you will need to complete another online application form

We strongly recommend using a secure courier for the delivery of any licences. Please note a signature is required for deliveries from our secure courier service.

If you wish the replacement licence to be collected from our public counter on your behalf we will require your written confirmation with details as to who will be collecting the licence. Please ensure that if the licence is being collected on your behalf, the person collecting the licence has photographic ID.
