New approval structure for Permit to Fly airworthiness support

The UK Civil Aviation Authority (CAA) is introducing a new approval system for organisations providing airworthiness oversight of recreational ‘Permit to Fly’ aircraft. The new requirements will bring greater clarity to how organisations undertake airworthiness tasks on behalf of the CAA. The CAA said the change will introduce a more proportionate approach to regulating recreational aviation.

An approved organisation will be able to provide design, construction, maintenance and continuing airworthiness management oversight and support of Permit to Fly aircraft. Additionally, new provisions now include the potential for organisations holding this approval to provide oversight of other approved organisations on behalf of the CAA.

The airworthiness requirements are the first to be wholly developed by a joint collaborative approach with representative bodies of the GA community, particularly the Light Aircraft Association (LAA) and the British Microlight Aircraft Association (BMAA).

The new approval structure for organisations supporting recreational aviation is contained in a soon to be released updated version of the publication known as CAP553 - setting out the British Civil Airworthiness Requirements (BCAR).
